Victory Token Collectors - Guild Wars Forums

Ok So I attended the Dragon Festival last year (missed the 2 before that), and I know that Imperial Supply Master Kagno stays for an additional week, but I can't remember if the [Victory Token Rewards] collectors stay with him. I checked both Wikis and they don't seem to specify. Does anyone know?
